Toledo physician for 40 years. Was a graduate of St. John's High School, St. John's College, and St. Louis University Medical School. Did post-graduate work at Harvard University, the University of Michigan, the University of Buffalo, Washington University of St. Louis, Crile Clinic Cleveland; the University Illinois, and the Mayo Clinic in Rochester, Minnesota.

Dr. Czarnecki was a World War II veteran, where he served as a Major in the medical corps stationed in England.

His medical practice pre-war was located on East Central Avenue at Lagrange Street. Upon returning home from World War II, his medical practice was located in the Waldorf Hotel. He was on staff at St. Vincent and Mercy Hospitals and was a member of the Toledo Academy of Medicine, Ohio State and American Medical Associations, a fellow of the American College of Physicians, and a charter member of the American Diabetes Association. In addition, he was a member of St. Hedwig's Parish.

Dr. Czarnecki's first wife was Helen Pozniak. After her death, he married Frances.
